Ural district is one of the main, if not the main, industrial and raw material regions of Russia.  The cost of the reserves in it that are per unit area is an order of magnitude higher than the average for the Russian Federation.

According to the Constitution of the Russian Federation there are various forms of ownership: private, state, municipal and etc. All of this type could be in a managing process of these companies.
